Files database updated back to 2003

Southquarter files should now be current 2003-2008 (I’m sure I missed something somewhere though).  Changed the table a bit, mainly to add a “Last Updated” field for tracking current versions of FMs.
Some new Q&A’s should be on the horizon soon, as well as some updates for the “Sites” section of the site.
